Hmmmm ... If CCP is willing to chip in again to celebrate BIG Lottery #100, perhaps some middling Tech 2 BPO's to sweeten the pot? Perhaps Tech 2 frigate or drone BPO's?
An Opux luxury yacht would also look really good in anyone's hangar...

That idea of a controlled-access 0.0 system, or your own locked "smugglers gate" to another existing system from a high-sec trade hub like Jita, Oursulaert, or Rens (your own choice, we're not all Caldari), has a certain appeal.
Especially if you can configure it in a manner similar to a POS and charge a toll. 
Jovian "uplift" also ranks right up there, but then you'd have a great big target taped to your back forevermore...

How about 10M SP to invest as you like in an instant advancement of your training? That's a huge gift for anyone, from the noob (like me ) trying to get started to the experienced player waiting for long skills to train towards dreads and motherships.
Or...
First capital industrial. That should be a BIG news item anyway, so why not tie it in to the BIG Lottery?

Zombie, the BIG Lottery page on the official BIG web site explains it all. In short, wire 1000 ISK per ticket to the BIG Games character to enter. For example, if you "give money" to BIG Games in the amount of 100,000 ISK, you will receive 100 "tickets". Peeps who link to the BIG Lottery page from their bio will get a 25% bonus if they win.
BIG Lottery #100 hasn't started yet. They are currently collecting for round #99.
I believe collection of ticket purchases for #100 begins on 26 February 2007.
